## Some Background

The corner of Monroe Avenue and Rosedale Street is the heart of Upper Monroe. The church on that corner has 120+ year history with the neighborhood. The UMNA Leadership Team has been keeping an eye on the status of this property since it went up for sale in 2025. Recent price reductions make a sale much more likely. in addition, development pressure in the area and anticipated imminent zoning changes by the City of Rochester suggest more than one future use for the property. As a result, UMNA has decided it was time to share more information with neighbors.

1006 Monroe Avenue is owned by Brotherhood of the Cross & Star, a religious organization. They have owned the property since the summer of 2017.

The property was first listed for sale with a broker in April, 2025 at $624,000. Since then the price has been reduced twice and now stands at $400,000. Click on the document below to see the public property information and pictures of the property as of August, 2026

The lot on which the building is located is include in the "*R-3 High-Density Residential*" zoning district.

*The HDR High-Density Residential District protects, preserves, and enhances existing residential areas of higher density which include multi-family dwellings of five or greater units, mixed with other housing types. The HDR High Density Residential District is intended to provide residential areas that accommodate higher-density housing while protecting, maintaining, and enhancing existing residential areas. The HDR District may include various housing types ranging from single-family detached to high-density apartments. The district adds to the urban character of Rochester and provides diversity in housing types, including high-rise apartment living. As in the other residential districts, the district includes and encourages home occupations and other live-work options and permits low intensity commercial uses in existing as-built commercial buildings and within the first floor of buildings with 20 housing units or more.*

But the City of Rochester is in the midst of updating & revising the city's entire Zoning Code and the associated zoning map that identifies every area of the city with zoning districts. Based on public information shared by the City administration, the property at 1006 Monroe Avenue is expected to be recharacterized as located in a "*NMU Neighborhood Mixed-Use*" district.

*"The NMU Neighborhood Mixed Use District provides diverse commercial development along transportation corridors with a dense mixture of residential, commercial, service, and institutional uses, along with some light industrial uses, such as artisanal production, that serve the adjacent neighborhood and the community at large. The Neighborhood Mixed Use District is preserved through appropriate design elements, amenities or treatments that create, enhance and reinforce the design relationships between the buildings, sites, and streets and still establish an ambience that is uniquely urban and pedestrian-oriented." — City of Rochester*
