Case: Parking Lot - Code Compliance & Maintenance

In 2022 an expanded parking lot was approved behind four buildings located in the 900 block of Monroe Ave. After more than a year the work is not up to code and there are issues with it's maintenance.

Background and overview

In 2022 the City of Rochester approved a plan to construct a 23-space ancillary parking lot at 17 and 19 Harwood St and a 19-space ancillary parking lot at 954 Monroe Av (42 spaces total) to serve the seven buildings at 17 and 19 Harwood St and 954, 962, 970, 976-982, 984-990 Monroe Avenue

The applicant (the property owner) also owns seven buildings within 1,000 feet of the proposed ancillary parking lot. The proposed ancillary parking lot was intended to serve the residential uses at the principal buildings. The proposed work scope included the demolition of an existing garage, installation of catch basins for storm water management, resurfacing/restriping, walkway improvements, and screening.

Current concerns

Most construction has been completed since the application was approved. Some elements that have not been completed as approved have resulted in negative impacts to adjacent property owners. in addition, some aspects of the care and maintenance of the lot have also created significant negative impacts.
