## Background

For an overview of this section please look here: [Incidents Associated With Vagrant Individuals](/hot-topics/public-safety-task-force/incidents-associated-with-vagrant-individuals.md). For an overview of the UMNA Public Safety efforts look here: [Public Safety Task Force](/hot-topics/public-safety-task-force.md).

Pinnacle Hill has occasionally been the site of small scale encampments of unhoused individuals. Undesirable activities on Pinnacle Hill have included illegal alcohol consumption and drug use. On rare occasions a variety of other criminal activity has been seen or experienced there as well.

It's important to note nearly all of Pinnacle Hill is privately owned. No portion of Pinnacle Hill is parkland. In fact, only a very small section of Pinnacle Hill is publicly owned! Most of Pinnacle Hill is owned by Hillside and the Hillside Foundation. For for information about properties on Pinnacle Hill look here: [e-News December 2, 2025](/umna_news/e-news-december-2-2025.md) & [Broken mention](broken://pages/YjPfxcaj6jlIcwjlo6gB).

## Incident Timeline

* At a point late in 2025 neighbors reported the presence of tents on Pinnacle Hill; this after noticing evidence of the same situation in 2024 that subsequently resolved very quickly without intervention. Neighbors tend to see this sort of thing come and go on an irregular basis.
* At about the same time in 2025 the owner of a vacant three acre parcel fronting on Field Street (commonly used as a point of entry for hiking on Pinnacle Hill) posted "No Trespassing" signs on their property. While that owner has not disclosed their motivation for posting signs neighbors assumed a relationship between the signs and the tents.
* These circumstances stimulated UMNA action and advocacy.
* This topic was discussed in a ZOOM meeting held on December 9, 2025. Because this meeting focused mostly on [Monroe Avenue & Field Street | ONGOING](/hot-topics/public-safety-task-force/incidents-associated-with-vagrant-individuals/monroe-avenue-and-field-street-or-ongoing.md) complete notes and a recording of the meeting are posted on that page.
* In short, because this incident on Pinnacle Hill occurred on private property UMNA and neighbors agreed to reach out to those property owners for concerted action.
