PROJECT: 2025 Preventative Maintenance Project (Culver/University)

The City of Rochester will undertake a number of improvements and modifications to Culver Road and and Monroe Avenue near Werner Park in 2025. The Upper Monroe section is part of a larger project.

This is a federally funded project.

The project will include, but is not limited to milling and resurfacing of the pavement, spot curb and sidewalk replacement, installation or upgrade of sidewalk curb ramps, replacement of traffic pavement markings, and adjustment and repair of manholes, catch basins, and water valve castings.

The project also includes recommendations for lane reductions and parking regulation changes on Culver Road south of Norris Drive, bicycle accommodations, curb bump-outs at select locations, and other safety improvements throughout the project corridors.

A pedestrian refuge island is proposed for the midblock crosswalk on Monroe Avenue at Werner Park.

See below for some additional notes gleaned from the City's public meeting on April 16th (provided by UMNA vice president, Tim Guyot).

General info

  • Initial comments from the meeting submitted by Tuesday April 23rd can be included in the meeting minutes with responses

  • Some detailed or specific comments fit better after the preliminary plans, but comments are encouraged now as changes are easier before the preliminary plan.

  • Preliminary Plan expected June, 2024 should list all specific improvements or repairs: fix sidewalk at "x" location(s), adjust curbs at "y" location(s), etc.

Regarding lane reduction on Culver between Monroe Avenue and Rt. 490

  • While curb bump-outs are allowed under a "preventative maintenance" project like this one, altering the current width of the roadway is not feasible at this time. Altering the current width of the roadway would require a "reconstruction" project which is more costly and time consuming.

  • The City is considering multiple options to add bike lanes

  • South-bound bike lane could be protected by moving parking away from the curb, but doing so may cause issues with driveways

  • Plans include either retaining the southbound turning lanes, or adjusting light-cycles, so there will be minimal impact to traffic

  • Bike lanes disappear at the 490 bridge and the intersections immediately North

Regarding a pedestrian refuge "island" on Monroe near Werner Park

  • The island will have a raised curb, but the actual pedestrian path will be at-grade for better accessibility

  • There is no concern about traffic backing up behind the bus because it will be transient

Other miscellaneous items

  • Citizens present at the meeting expressed an interest in "pedestrian scrambles" or intersections with all traffic stopped so pedestrians could cross diagonally. There is no intent to implement this idea.

  • There was also interest in the options that included continuous bike lanes, but right now they will not be included in key areas because of vehicle capacity issues.
