ZAP Final Phase

This page provides information about what is expected to be the final phase of ZAP. The City's ZAP team will present a "final" draft for review and then it go before City Council for final approval.

Sources inside Rochester City Hall have indicated the "final" version of what may become Rochester's new zoning code will be released in November. In layperson's terms UMNA understands the next steps are expected to be:

  • Release of the proposed "final" version of Rochester's new zoning code

  • Public hearings on held on the proposed new zoning code by Rochester City Council

  • Rochester City Council will deliberate on the proposed new zoning code. Council may or may not amend or otherwise influence the proposed new zoning code.

  • Rochester City Council will eventually vote on the "final-final" version - the version they will have had a hand in developing.

  • If Rochester City Council votes to approve the new zoning code, the new zoning code will be implemented

Concerns around scant public awareness and input into the proposed new zoning code and about anticipated changes embedded in the proposed new zoning code have stimulated new efforts to understand and influence the outcome.
